Oman's standard VAT rate is 5%, introduced 16 April 2021 under Royal Decree 121/2020, making Oman the fourth GCC state to implement VAT. VAT is charged on the CIF value plus duty, so the effective rate on a dutiable import runs closer to 5.25%. Duty itself is genuinely unsettled: Oman's standard customs duty is 5% of CIF value, but aircraft are reported to either attract that 5% or, more commonly, enter duty-free, and the US-Oman Free Trade Agreement separately gives 100% duty-free treatment for aircraft of US origin.
