Saudi Arabia is the biggest private aviation market in the Gulf by every measure we track: flights, fleet and government ambition. Business-jet movements rose 24% in 2024 to 23,612, domestic up 26% to 9,206 and international up 15% to 14,406 (GACA data via MEBAA). That is not organic growth. It is policy.
GACA's General Aviation Roadmap is building toward a $2 billion general-aviation sector by 2030: six new dedicated bizav airports, nine exclusive terminals, roughly 35,000 jobs. A 2025 reform also opened domestic charter to foreign operators for the first time. Here is what that means for buying, chartering, registering and choosing a jet in the Kingdom.
Who flies, and who operates the fleet
Three buyer groups drive this market: royal and government fleets, family conglomerates, and the Vision 2030 giga-project ecosystem building NEOM, the Red Sea and Qiddiya. On the operator side:
- Alpha Star Aviation (Riyadh-based Sky Prime Aviation before a 2022 merger) runs a mixed fleet built around Gulfstream G450 and G550 jets alongside large VIP airliners, out of King Khalid International.
- Jet Aviation, Universal Aviation and Saudia Private Aviation add FBO and managed-charter capacity at Riyadh and Jeddah. Saudia Private Aviation runs the Kingdom's largest private jet terminal, at King Khalid's North Terminal, with its own customs and immigration desk (GACA; MEBAA; Corporate Jet Investor).

Registering and importing a jet under GACA
GACA Regulations Part 47 governs registration, and HZ- is the national mark. In practice, a meaningful share of higher-value Gulf-based jets stay registered offshore, in the Isle of Man, Aruba, San Marino or Cayman Islands, for financing and resale-liquidity reasons, even as domestic operators and government fleets fly under HZ-. Confirm current registration economics with a Saudi aviation counsel before assuming HZ- is the default.
On tax: Saudi Arabia applies the GCC Common External Tariff of 5% to most non-GCC imports, and civil aircraft is understood to sit on the GCC's roughly 600-item exemption list. That is industry guidance, not a guarantee, confirm the exact HS heading and any private-versus-commercial distinction with a Saudi customs broker before you budget. VAT is more settled: ZATCA charges the standard 15% rate on customs value plus any duty, with no aircraft-specific exemption found in public guidance. Budget 15% on landed value.

Which jets dominate the Saudi market, and why
The Gulfstream G450 and G550 are the backbone of Saudi corporate and government flying, both represented in Alpha Star's Riyadh fleet, both backed by a mature parts and service network even though the G450 is out of production. For shorter domestic hops, Riyadh to Doha or Riyadh to Jeddah, the Embraer Phenom 300E is the common answer: single-pilot capable, which suits a lean family-office flight department.
Step up in cabin size and the Embraer Legacy 650 shows up often, valued for an unusually large four-zone cabin at a price below Gulfstream or Bombardier equivalents. None of these are cheap. They are simply the types a Saudi buyer will find parts, crew and resale demand for.
