GACA registration, ZATCA tax and the offshore question

Every Saudi-registered civil aircraft carries an HZ- nationality mark, issued by GACA under GACA Regulations Part 47. HZ- is not automatically the default for a high-value private jet, though: many of the Gulf's most expensive airframes, including plenty based in Saudi Arabia, fly under Isle of Man M-, Aruba P4-, San Marino T7- or Cayman VP-C marks instead, for financing and resale-liquidity reasons unrelated to where the owner lives. Tax is more clear-cut, on paper. ZATCA charges import VAT at Saudi Arabia's standard 15% rate, on the customs (CIF) value plus any duty; no aircraft-specific VAT exemption appears in public ZATCA guidance, so budget the full 15% on landed value. Duty is worth double-checking: the GCC Common External Tariff is 5% on most non-GCC imports, but the GCC's roughly 600-item exemption list is understood to include civil aircraft, and industry guidance treats them as duty-exempt. Confirm the exact HS heading with ZATCA or a Saudi customs broker before budgeting a number into a contract.
